Chris Man BSc GIFireE fCMgr is the Group Manager for Operational Preparedness at Merseyside Fire & Rescue Service, where he leads the Service’s work in operational preparedness, resilience, interoperability, contingency planning, JESIP and operational intelligence.

Chris plays a leading role in strengthening multi-agency preparedness, response and recovery arrangements across the North West. He currently chairs the Merseyside Resilience Forum Preparedness and Response Group and the North West Risk Information Group, bringing together emergency services, local authorities and partner agencies to improve collaboration, information sharing and collective preparedness.

Recognised for his collaborative and inclusive leadership style, Chris has led the development and delivery of numerous multi-agency exercises, operational improvement programmes and partnership initiatives designed to enhance interoperability and strengthen emergency response capabilities. His work focuses on translating the principles of JESIP into practical arrangements that improve shared situational awareness, coordinated decision-making and effective joint working during incidents.

Alongside his operational responsibilities, Chris works closely with local, regional and national partners to drive continuous improvement and ensure organisations are prepared to respond effectively to complex incidents and emergencies. Chris has held a number of leadership positions supporting inclusion, culture and workforce development, including chairing staff networks at both local and national levels. He is a passionate advocate for partnership working and believes that strong relationships, shared understanding and collective leadership are fundamental to successful multi-agency collaboration.
