Christian Cooper
Christian has extensive strategic management experience in the NHS, holding dual
qualifications in clinical and legal practice. As Associate Director for the NHS Emergency
Capabilities Unit (formerly NARU) he is the national coordinator for several pre-hospital
capabilities throughout England.
He is considered a subject matter expert in emergency preparedness and incident response.
Christian supports inquests and inquiries, including being instructed as a national expert to the
Manchester Arena Public Inquiry. He is also an examiner for the RCSEd FPHC Diploma in Major
Incident Management.
Christian’s work has made significant improvements across the sector including the introduction
of nationwide contract standards for specialist capabilities and he was the principal architect of
the safe system of work currently used by all Ambulance Services in the UK. He also lectures
on the ‘duty of care for commanders’ at the College of Policing and is undertaking PhD research
into risk perceptions among emergency service commanders. He is currently leading work on
developing NHS pre-hospital care pathways for major and complex incidents working with a
wide range of multi-agency partners.
He also serves his local community sitting as a Magistrate on the Wiltshire, Hampshire and Isle
of Wight Bench
