Chris Bell

Service Delivery Director, City of London Police

Chris Bell is the Service Delivery Director at the City of London Police, a role he has held since December 2020. As one of the force’s Chief Officers and its first Service Delivery Director, Chris brings more than 25 years’ experience in leading complex programmes and commercial functions, with a strong focus on business transformation, strategy development, operational excellence, and large-scale service delivery.  

In his current role, Chris oversees the delivery of national services within the Fraud and Cyber Crime Reporting and Analytics landscape, with a particular emphasis on victim care. He led the strategic transformation of these services, designing, procuring, and implementing the next generation national service for victims of economic crime. This work culminated in the national launch of Report Fraud, which went live in December 2025.  

Prior to joining City of London Police, Chris has held a number of senior roles in Commercial, Procurement, Transformation and Leadership at City of London Corporation, Accenture and the Olympic Delivery Authority.  He is a Fellow of the Chartered Institute of Procurement and Supply and was recognised as their Procurement and Supply Chain Professional of the Year in 2016.  

 Chris is widely recognised for his ability to lead complex change, deliver critical national services, and drive collaboration across policing and partner organisations.
